Normal SolidWorks expects absolute paths (e.g., C:\Program Files\SOLIDWORKS Corp\... ). The portable version uses relative paths ( .\SolidWorks\lang\english\... ) and environment variable overrides. This allows the entire application to be moved between D:\SW14 and E:\SW14 without breaking.
