Re-enable your antivirus after the download completes. Then add the launcher and the GTA V folder to your AV’s exclusion list.
The most common reason for this error is a corrupted download instruction file. The Rockstar Launcher thinks the file is at "Location A," but the server has moved it to "Location B."
