Opera has a built-in, free VPN. If you download while connected to a VPN server geologically far away, parallel downloading can sometimes compound latency issues. If you notice slower speeds with VPN on, try disabling parallel downloading or disconnecting the VPN.
Once you have enabled parallel downloading, you have graduated to "Power User" status. Why stop there? Consider enabling these complementary flags in opera://flags for a total speed overhaul: opera flags enable-parallel-downloading
