FlashTool 0.7.0.0 uses an MT65xx_Android_scatter.txt file. This file partitions the ROM. Do not use scatter files from newer Android versions (8+); stick to KitKat/Lollipop era ROMs.
I notice you're asking about — but that version number doesn't match any mainstream, publicly documented flashing tool I'm aware of (such as SP FlashTool from MediaTek, Xiaomi Mi Flash Tool , or ODIN for Samsung).
