Prior to Windows 7, the concept of installing Windows from a USB was not natively supported in a user-friendly way. Windows XP, in particular, was notoriously difficult to install from a flash drive. The installation process expected a CD-ROM drive; it did not natively know how to handle the USB mass storage drivers during the text-mode setup phase.
