The term (stylized with the double-zero "00" as a classic leetspeak flourish) refers to a loose collection of open-source user interface experiments, scripting frameworks, and desktop environment widgets that emerged between 2004 and 2012. The "c00l" part is intentionally ironic—it mocks the early-2000s obsession with glossy, skeuomorphic "cool" interfaces (think Winamp skins or early Mac OS X pinstripes). The "gui" is straightforward: Graphical User Interface.
