The original Xbox was region-locked. A game purchased in Japan would not play on a North American console. However, the region setting was stored in the EEPROM. With a competent editor, users could modify the region bytes. By changing specific hex values (often to a "zero" or "all regions" value), users could transform their console into a region-free unit, allowing them to import rare titles that never saw a Western release.
