Look at the B/W wire from the CDI to the kill switch and start button. If the starter is spinning, the starter relay works. However, the CDI must see a ground completion through the start button to enable spark. Use a multimeter to check continuity from the CDI’s B/W pin to chassis ground when pressing start.
