Decisions regarding the governance of Iraq were often made by individuals who had never walked through a Baghdad market or spoken to an Iraqi civilian without an interpreter. The surreal nature of the zone—where one could eat a Whopper while mortars landed a mile away—became a symbol of the war’s detachment.
